Municipalities and villages across the developing world are grappling with the problem of managing and treating the ever growing quantities of solid waste produced by its residents. Here, discarded plastic bags, biscuit packets, tetrapacks are a common horrifying sight along the roadsides. Lebanon is no exception to this hazard.

 

More than 700 illegal and unsafe dump sites are registered throughout the country. Enormous amounts of waste gets piled up illegally in unsafe dump sites.  Some of these large dump sites along the coastline especially pose an environmental threat during heavy rains and stormy weather. Lack of funds among municipalities to manage or treat waste and the insufficient space for landfills, aggravates the waste disposal menace in Lebanon.

 

Italy is one of the major donors to the water supply, wastewater treatment and solid waste management sectors in Lebanon. Around 65,000 Lebanese citizens from nine municipalities directly benefit from the solid urban waste management project implemented in Lebanon by COSV, an Italian non-profit organisation, as part of cooperation efforts among the Lebanese and Italian governments to achieve the MDG targets. COSV rehabilitated a waste treatment plant in Bint Jbeil, in South Lebanon, and helped nine municipalities move towards differentiated waste-collection, using organic composting technologies. The plant is already treating over 60 percent of waste produced in the area and is preventing their disposal into local dumps. The recyclables and compost are sold locally and contribute to the maintenance of the plant.

 

Through this project, the technical and administrative personnel of the municipality have been trained in differentiated waste collection and management. Composting techniques have been introduced for recycling. And more important, local people saw the environmental benefits and adopted this project. They are continuing it on their own without further donor support.

 


In Lebanon, the responsibility for waste management is assigned to municipalities. However, lack of funds, weak technical know-how, absence of sufficient sanitary landfills and a weak tax system have caused most municipalities to pay only minimal attention to this issue, leading to a widespread environmental problem that is expected to worsen with time. More than 700 illegal and unsafe dump sites have been registered throughout the country and some of the largest ones are becoming a major problem for Lebanon both in environmental and economical terms.
 

Italy is one of the major donors of Lebanon in the water supply and wastewater treatment sectors. In addition, it supports the development of solar systems for hot water production and household heating. An appropriate and comprehensive solid urban waste management system was implemented in nine municipalities of the south, guaranteeing, approximately 65,000 people, a fundamental basic service.

A model project, the waste treatment plant built with Italian funds provides the opportunity to Lebanon to make a move towards differentiated waste-collection, using organic composting technologies. COSV (Comitato di Coordinamento delle Organizzazioni per il Servizio Volontario), an Italian NGO working in Lebanon, built a waste-separating plant in Bint Jbeil, in South Lebanon, funded (to the tune of $538,685) by the Italian Cooperation, with the support of the Embassy. The project included the rehabilitation of the municipal waste treatment facility of Bint Jbeil, including the provision of the technical assistance required to properly manage and operate it.

Thanks to the recycling activities and the new equipment both for sorting and composting, the facility contributes substantially to improving Bint Jbeil’s environment by reducing the environmental impact caused by solid waste. The plant is already treating over 60 percent of waste produced in the area and is preventing their disposal into local dumps. The facility will also help reduce the overall cost of waste management, since both recyclables and compost are sold locally.

The project demonstrates how it is possible to intervene with high quality and environment-friendly methods, equipment and services as well as the resources necessary for their maintenance and support the social and economic development of the local population. In addition to building the necessary infrastructure and supplying equipment, the programme also trained technical and administrative personnel, introduced waste recycling using composting technologies, and raised awareness among the local population on differentiated waste-collection systems and methods. The local authorities found significant improvements not only in waste collection but in the general urban and suburban environment.
