Developing projects in response to donor calls for proposals

If the programme considers it strategic to foster a subsidiarity with an International Donor, then the Donor call for proposals may trigger the origination of a project, provided the Donor programme and the Organization programme are subsidiary.

 

Projects can also be developed in response to calls for proposals made by donors. In this case, the programme management team analyzes whether there is a meeting ground between the donor call for proposals and its programme framework. If, after studying the donor call for proposals, the programme manager feels that it shares a common goal with the donor, she/he shares it with the senior management team. If the senior management team comes to a consensus that the donor strategy, goals, specific objectives, actions, budget, time and other resource parameters add value to its programme and contribute to achieving programme goals, it accepts to respond to the call. Otherwise it drops the project idea. If it responds to the call, it first designs the log frame based on needs assessment, the problem tree and ex-ante evaluations.
