Job Profile of a Programme Quality Expert in a development organisation

Key responsibilities

• Supporting programme teams to develop programme quality plans
• Supporting programme teams in reporting against agreed indicators

• Working with teams to increase the understanding on programme quality, accountability and learning and define strategies to this end

• Facilitating standard processes of programme development and learning practice in the region
• Coordinating with networks and organisations for better learning, creativity and innovation
• Supporting the establishment of monitoring, evaluation and learning systems
• Advise the organisation on the programme and propsoal quality, especially in view of securing multi-year external funding
• Support the organisation in delivering effective business planning and reporting
• Work closely with programme systems, funding and finance departments to achieve more effective cross-functional coordination for better quality programmes

Required Skills and Competence

• Proven experience in developing and managing high quality and innovative development / humanitarian programmes, with a strong conceptual and analytical awareness of programme quality and practical implementation challenges faced by field staff and partners
• Excellent understanding of and commitment to place gender equality at the heart of aid work
• Mature understanding of links between knowledge management, learning and institutional development
• Aptitude for linking with others, learning and representation with a clear ability to draw knowledge and ideas from across the sector into the organisation
• Strong research and data analysis skills, with concrete knowledge of cutting edge tools and systems in development programme planning and design, monitoring, evaluation and learning
• Excellent financial and budget management experience
• Previous experience of working with local civil society and NGO partners and the ability to understand different contexts/cultures
• Ability to work effectively with others to achieve results
• Strong advisory/facilitation skills and experience in training and coaching teams and individuals
• Outstanding verbal and written communication and interpersonal skills essential
• Full written and spoken fluency in English essential, with knowledge of an additional South Asian language and advantage
• Good working knowledge of standard software
• Ability to travel extensively
