How do we Evaluate Programmes?
I found something interesting written by the World Bank on Measuring and Monitoring Government Performance (wonder whether they evaluate these indices in their governance programmes).
They recommend that the following indices be used while measuring the quality of governance:
citizen's participation index that measures political freedom and
political stability (to evaluate political transparency and a voice for
all citizens)
government orientation index that measures judicial and bureaucratic
efficiency and the absence of corruption (to evaluate whether
governments provide effective public services efficiently)
social development index which measures huamn development and equitable
distribution of income (to evaluate the promotion of health and well
being of its citizens
economic management index which measures outward orientation,
independence of central bank and inverted debt-to-GDP ratio (to evaluate
whether the government is creating a favourable climate for stable
economic growth
