Terms of Reference- Consultant Country Learning Review

Consultation Meetings

 

 

 Background

 

The Country Learning Review  (CLR) is a process that  OXFAM GB Sierra Leon will undertake in order  re-examine the  country analysis/context  and cross check with the assumptions in our current country strategy. The CLR is a process to review and validate relevance and accuracy  of  the work OXFAM GB do in the country. It is also a venue to consult   and involve different stakeholders on how/what they see  s Oxfam GB's role in changing  the lives of the poor  and marginalized in Sierra Leon.  It is  a chance to reassess current internal and external relationships and   ways of working  and see what works and doesn't work.

 

The country learning review is divided into two phases. The consultation is the first phase of the process. Consultations will be held with partners, community representatives and beneficiaries in the  different areas of operations. The second phase will be the CLR workshop which brings together all Oxfam staff together with selected strategic partners and stakeholders for a three day reflection process. 

 

Context

Oxfam GB’s programme in Sierra Leone  has three areas of intervention,  Public Health, Governance (Civil Society and Advocacy) and Gender. The programme has been looking to bring about sustainable change for the poorest men and women of Sierra Leone in these areas. The country programme is largely run through local partners that are developing their capacities to be influences of change within Sierra Leone.  Areas of implementation of Oxfam activities are in Kailahun, Koinadugo and Freetown.

 

 

Objectives of the Consultations

 

 

·         To draw out perception of stakeholders on the relevance of Oxfam’s intervention in the communities and

 

 

Consultant’s Role  and Responsibilities

 

 

·         The  consultant will be an independent individual who  will conduct  the consultations  in the  different  locations where Oxfam implement the projects in order to engage Oxfam stakeholders in an open  and objective discussions.

·         He/she will develop the consultation methodology  and approach taking into consideration the specific objectives/questions that Oxfam would like to come out of the process. (see attached outline of objectives/questions)

·         He/she will conduct the consultations in the Oxfam areas of implementation and will work on the agreed schedule. The consultations will be coordinated by CLR point persons in the respective areas.

·         He/She will also design questionnaire to Oxfam suppliers and analyse results of this questionnaire

·         He/She will prepare a report documenting all results of the consultations and questionnaires.

·         He/She will provide a final report to Oxfam on an agreed format and content.

4. Time Frame

 

The duration of the consultant should not exceed twenty (20) days. Below is the breakdown:

 

Development of methodology                 2 days

Kailahun                                              6 days  (travelling inclusive)

Koinadugu                                            5 days (travelling inclusive)

Freetown                                              2 days (travelling inclusive)

Writing of reports                                  3 days

Total number of days                           18 days (approximately 20 days)
