She is directly responsible of the elements of  Governance and Integration of the Programme management  and she supervises Finances  Human Resorces management and  Infrastructure and Logistics through her mangees.

In smaller programmes the roles of the Country Director  and the Country Programme Manager are combined in the same person.

Comply with the role expectations of Country Programme Manager: Clear directions are provided to programmes that are integrated in the Country Programme through the “one programme approach”.

For which the principle responsibilities  are:

 

S/he acts as the the sponsor of all projects undertaken under the programme she manages and her responsibilities include:

  1. Select, develop, and guide, or change, the Project Manager to achieve project goals;
  2. Hold the Project Manager accountable for fulfilling her responsibilities;
  3. Support the Project Manager in obtaining resources and tools needed to conduct the project;
  4. Require regular status briefings and design reviews, and pass pertinent information up the line;
  5. Is responsible for the evaluation of the project.
  6. Advise the Project Manager on conditions likely to cause project risks; and
  7. Be an advocate for the Project Manager and the project team.
  8. Monitors projects milestones and budget

Deliverables for which she is directly responsible:

 

 

Formulate, and updates Country programme priorities and scheduled activities, and subsequently develop and recommend changes to the SL programme Plan. (changes need to be approved by Region)

 

Approve changes to agreed Project plans that will impact Project Scopes, Shedules and Budgets

Gain buy-in from key stakeholders and keep their interest and level involvement right throughout the SL programme.

Ensure every Manager in the Programme Team is aware of their role and have agreed to their responsibilities.

Measure the performance of the managers of SL programme team.  Know how each one of them is performing against agreed objectives.  Administer rewards to merit and disciplinary actions to serious underperformance.

Helps programme team managers to resolve problems quickly, understanding the unresolved issues that can cause significant impact  upon SL programme.

A good degree of competence is required in all the the 9 topic areas  of project management knowledge. High specific competence is required in  Integration, Scope, Quality , Communication and Risk managememt.
